In 2007-08 IHRN was commissioned to provide an
independent human rights training evaluation service to the Police
Service of Northern Ireland (PSNI). The evaluation follows from
Recommendation 12 of the Northern Ireland Policing Board's 2006 Human
Rights Annual Report, that: "The PSNI should put in place a scheme for
the expert and comprehensive evaluation of the delivery of PSNI
training on human rights".
The evaluation seeks to establish the extent to which the training
delivered by PSNI incorporates human rights principles and standards
and aims to enhance PSNI's planning, monitoring and evaluation
framework for its training. All training aspects are being evaluated
with the exception of Special Operations Branch. Questions regarding
